On the morning of Jan. 15th, the 1st session of the 11th NPC XJ Committee opens solemnly in XJ People’s Hall.

Wang Lequan, standing president and executive chairman of the Conference President Group, presided over the conference. Other standing presidents and executive chairmen of the Conference President Group, inclusive of Nuer Baikeli, Nie Weiguo, Yang Gang, Tian Xiusi, Ailigeng Yimingbahai, Han Yong, Li Yi, Xiaokaiti Yiming, Nurlan Abudumanjin, Song Airong, Zhu Hailun, Bai Zhijie, Zhang Guoliang, Du Qinrui and Maimaiti Rejiepu seated in the front.

Smayi Tieliwardy, Abudureyim Amit, Aisihait Kelimubai, Qiu Yanhan, Zhu jinlin and other members of the Conference President Group attended the conference.

Nuer Baikeli, acting chairman of XJ Uygur Autonomous Region made the government work report.

After fully confirming the achievements in the past five years, Nuer Baikeli said that, the main target of the following 5 years are: to keep two-digital growth in the gross production value of XJ, and try to realize 12% increase. The per capita GDP reach or close to the average level of the whole nation, ranking top in West China. The fixed-asset investment of whole society should realize 18% increase every year. The financial income and the general budget revenue of local finance realize 20% increase every year. The total import and export trade volume realize 20% increase every year. The per capita disposable income of urban residents and per capita net income of farmers respectively reach 16,000 Yuan and over 4,500 Yuan. The total social consumer goods retail turnover increases by over 14% annually. The price keeps stable. The urban registered unemployment and natural population growth rates are respectively controlled within 4% and 11‰. The comprehensive energy consumption for per 10,000 Yuan GDP decreases by about 20% compared with 2007. To realize these, we should intensify efforts in the following 9 aspects: firstly, to realize the sound and rapid economic development of XJ. We should stick to advantageous resources transformation strategy, and accelerate the transformation of the economic development mode and restructuring. XJ should optimize the agriculture, strengthen the secondary industry and upgrade the tertiary industry, and keep balanced development of the three industries. Secondly, Efforts should be made to strengthen infrastructure construction, and finish fixed asset investment of 1.5 trillion Yuan within 5 years. Thirdly, XJ should continuously deepen reform and opening up. Fourthly, XJ should accelerate social development with the focus on improving people's livelihood. Fifthly, XJ should strengthen culture and conservation culture construction. Sixthly, the development of the 3 prefectures in south XJ should be promoted. Seventhly, XJ should maintain stable political situation of the society. Eighthly, XJ should go on strengthening self-construction of the government. And last, the development of XJPCC should be quickened.       

For the work in 2008, Nuer Baikeli proposed that the targets are as followings: the GDP of XJ increases by 12% and that of fixed asset investment of whole society, 18%; The industrial added value, increases by 17% and that of the total import and export volume, 20%; The total social consumer goods retail turnover, 14%; the general budget revenue of local finance, 20%. The per capita disposable income of urban residents and the per capita net income of farmers respectively increase by 12.6% and 11%. The increasing margin of prices controls within 4% to 5%. 350,000 urban residents get employed. The registered unemployment rate controls within 4%. The natural population growth rate is within 11‰.
