In line with the state policies, members of CPPCC XJ Committee care most on bringing more benefits for the farmers.
 

Kong Qingping, a member of CPPCC XJ Committee has engaged in agricultural science and technology promotion work for over 20 years. He thinks that, science and technology workers should be encouraged to establish economic entity in rural areas, and transform the agricultural scientific and technological achievements to actual productive forces and help farmers increase income.
 

We hope some preferential policies can come out to encourage science and technology workers to carry out technique service in rural areas. The most important is to change the old way of dispatching by government, and encourage them to establish some economic entity, such as technique service department and so on.
 

In 2007, the per capita net income of farmers in XJ is expected to reach 3,150 Yuan, topped 3,000 Yuan for the first time. Among that, the per capita net income of farmers in the three prefectures of South XJ firstly exceeds the average increasing speed of XJ. Yang Lin, a member of CPPCC XJ Committee from Kizilsu Prefecture says, the average income increase margin of farmers in Kizilsu Prefecture in 2007 is the biggest in the past 5 years. Only the labor transfer helps every farmer increase income by 174 Yuan. She thinks that, to increase farmers’ income, labor transfer should be strengthened.  
 
Labor transfer not only brings along income, but also changes of concept. Farmers all go out to earn money and increase income. Thus bringing along the agricultural and rural economic development of Kizilsu Prefecture.
 

As the policies are constantly strengthened to support and benefit agriculture, rural areas and farmers，all the agricultural subsidies greatly promotes farmers’ enthusiasm on agricultural production. This year, XJ will also raise the wheat purchase price. Maihemuti has planted special cash crops including pepper for several years. This time, as a member of CPPCC XJ committee from Bohu County, he thinks that, now growing grains can also help increase income due to the good state polices.
 

The state exempts the agricultural tax. So we farmers can get subsidies on grain, fine seed and farm machinery if we grow grain. When the grain price rises, our life will become even better.
 

This time, the members of CPPCC XJ committee all draw on wisdom to discuss the issues related to farmers. I believe after this conference they will get many good ideas and a series of good polices and measures will surely come out to help increase farmers’ income.
