The No. 1 document of the central government puts forward that efforts will be made to consummate the public employment service system in urban and rural areas and gradually form the reserve training for the new laborers freely. As required, XJ will fully improve the livelihood in countryside and promote farmers' employment and business initiating.

The No. 1 document puts many requirements, such as actively carrying out agricultural production technique and farmer labor skill training, integrate the training resources, and enhance farmers' capability in scientific planting, finding jobs and initiating business. Efforts will be made to explore the employment potential in agriculture in line with local reality, to develop leisure agriculture, rural tour and expand the space for non-agricultural employment in countryside.

The No.1 document also lists migrant laborers back home for starting business nearby or in local place into support scope, and improves the policy of business initiating to bring along employment. Abudsalam, a farmer in Hanbing Township, Ining City is doing sanitation work in a local enterprise. The working place is not far away from his home and his income is stable. The enterprise also pays endowment insurance, unemployment insurance and medical treatment insurance for him every month.

In 2009, XJ realized surplus rural labor transfer for 1.663 mln people, which effectively promoted farmers and herdsmen to get employed.
