In the following 3 years, XJ will take various measures to promote the assistance project to let every disabled person enjoy rehabilitation service, thus enhancing the happiness index of the disabled in XJ.

Over the past 5 years, XJ implemented some key rehabilitation projects, including Changjiang New Millennium Programme, Samsung love-light Action. Over 70,000 disabled persons got recovery at different degrees. In the future, XJ will take 4 prefectures of South XJ as the focus to accelerate the undertakings for the disabled persons in remote area,and guarantee the life, production, employment, education and medical service of the impoverished disabled persons in rural and urban area.

Hotan Prefecture not only covers all the disabled persons in the minimum living subsidy scope and exempts the fee for rural new type co-op medical system, but also sends daily necessities and arranges fund to construct anti-quake houses for them.

"It's very comfortable to live in anti-quake houses. Thanks for the care given to us.
By the end of the 11th 5-Year Program, XJ will reconstruct the dilapidated houses for the disabled by listing it into the urban and rural anti-quake housing project, and try to improve the living condition and environment for 15,000 households of the rural poor disabled. Meanwhile, XJ will cover the disabled in the social security scope. 5,000 disabled people can get jobs in urban areas, and 215,000 disabled people in rural areas will get stable jobs. In addition, XJ will take the speical education into the scope of the 9-Year compulsory eduction, thus ensuring that the disabled children can go to school."
