On the 3rd conference of the 11th Standing Committee of the National People’s Congress of Xinjiang Uygur Autonomous Region,the standing members discussed.On the conference,the problem whether“tuition for  informal students”in compulsory education phase should be retained becomes a hot topic in the committee members.

Till now,some cities in China already cancel "tuition for informal students”,but some advanced regions still collect tuition ,and in a big count.

About the rationality of“tuition for informal students”in compulsory education phase,there are different standpoints and underestandings among schools、related departments、householders and all groups of the society.In true,“tuition for informal students”is reasonable in a point of view,and it brings lots of problems also.Now,all these are bringed up to Xinjiang enacted law dapartment.

It's learned that submited on this time doesn't refered to the problem whether“tuition for informal students” should be retained,and before,education&science&culture committee of Stangding Committee of National People's Congress of Xinjiang Uygur Autonomous that has checked the revised draft lists agreements and disagreements about the "tuition for informal students” based on suiveying,and consider it's possiable to submit the consideration with the revised draft.

They bring up reasons with two different suggestion.Reason from the agreeing parts:education resource couldn't be balanced in a short time,and the phenomenon of student selecting school couldn't disappear immediately,cancel the  tuition at once may cause a heavy funds damage to schools,and would cause a  brain drain of teachers.And the disagreeing parts believe that compulsory education funds are protected by law,short of funds is impossible,collecting “tuition for informal students” will sharpen the gap of education capability between city and rural area,doesn't contribut to cancel key schools and key classes and to education justice ,and will bring about corruption.

The person in charge in Education Office of Xinjiang Uygur Autonomous Region on the conference says to the reporter:the existance of "tuition for informal students" is becausing of unbalanced education resource,it's a temporary phenomenon in education'development.It seems reasonable in some standpoint ,because it protected parts of outstanding education resource,and improved education conditions.In ture,many advanced region where education develops quickly ,also retain the method collecting "tuition for informal students".

Another voice represents a doubt:parents who are willing to pay the expensive tuition are usually wealthier or with more society capability.If doesn't collect the tuition,a slip of paper could let the children enter a school out of school district,which means another unfair.Collecting “tuition for informal students” services as a punishment for destroying the regulation.

It's learned by the reporter that,legal system committee of Standing Committee of National People's Congress of Xinjiang Uygur Autonomous Region will further survey, whether the leave or stay of “tuition for informal students” could be writed into laws&regulations,the answer will be revealed in the next consideration phase.

It's learned by the reporter that,till the new school term in spring of 2008,nearly 30 thousands Changji students in compulsory education phase needn't pay “tuition for informal students”.Changji becomes the first region that cancel “tuition for informal students” in compulsory education phase.

In the early of 2008,Education bureau of Changji Autonomous Region Xinjiang formulated,which orders that,till the new school term in spring of 2008,“tuition for informal students” is canceled in Changji schools in compulsory education phase .The scale including migrant labor's children and other immigrated population's children. 

A person in charge of the education bureau of Changji Autonomous Region Xinjiang expresses that,this measure is to improve balance development of compulsory education,protect children live beside the school to study there.He says,the notice regulates public schools in compulsory education phase must take the responsibility of accomplishing compulsory education of children whose census register belong to the region where the school is at and transient population' children who conform to the regulation.Education bureau in all cities and counties should consider well,divide district of schools in compulsory education phase,forbid the action that schools in compulsory education phase don't belong to any school district.

At the same time,Changji school shouldn't persuade transient students in compulsory education phase to leave school or transfer to other schools,and should ensure transient students graduate there.
