In recent years, XJ's agriculture and rural economy develop on structural adjustment, and mainly builds the four bases of cotton, grain, featured fruits and livestock products by making full use of its unique water, soil, light and heat resources in developing featured agriculture, so as to help increase farmer's income and agricultural efficiency. XJ is the biggest production area for cotton in China. Up to now, the state has totally appropriated 2.5 bln yuan in the 3 consecutive 5-year plans in constructing XJ's quality cotton base, and the income from cotton has taken 60% to 70% of the income of farmers in the main cotton production areas. In 2007, the high-efficiency water-saving irrigation covered 8.8 mln mu of cotton field in XJ, accounting for 32.91% of the total cotton planting area.
XJ puts forward that the construction of national quality cotton production base, national grain safety reserve base, featured fruits base as well as modern superior livestock products base should follow the requirements of scaled production, regional arrangement and industrialized management to promote the management level of agricultural industrialization. By taking the construction of the four bases as focus and enhancing effort in developing water-saving agriculture, XJ aims to increase high-efficiency water-saving irrigation area by over 1.5 mln mu annualy in the whole region in the coming years, including a yearly increase of 1 mln mu of cotton using under-film irrigation.
During the 11th 5-year Program, XJ will invest 240 mln Yuan in constructing 48 quality cotton bases,important national quality commodity grain base,and 15 mln mu featured fruits bases. Moreover, the production value of animal husbandry will take around 38% of the total production value of agriculture in 2010. XJ will become the main livestock products base of China.
