 The auspicious snow outside indicates the gestation of a promising year full of vatality. In this beautiful season, we are gathtering here with devoted foreign experts and overseas students to celebrate the coming ofthe New Year.

Xinjiang Production and Construction Corps was founded in 1954 and led by both the Central government and government of Xingjiang Uyghur Autonomous Region, She has 14 agricultural divisions and 174 modernized farms and ranches and shoulders the historical responsibilty of stationing troops to garrison the frontier and opening up wastelands.She also has jurisdiction over most of 16 national first-class opening landports and plays an important role in Xinjiang’s opening.

Currently, the implementation of the strategy of invigorating our nation by science and education and opening and reform is vital to the our international competetion in terms of our development of science & technology and strengthening of our overall national power. As an leading university of the higher education of Xinjiang Production and Construction Corps, Shihezi University stands out as a important window to international cultural, sentific、technological and educational exchange and cooperation.And has established a deep friendship with foreign experts and teachers. Therefore, improvement of the quality of inernational students’ education and promotion of the developmet of Shihezi University is a vital part of the strategy of invigorating Xinjiang Production and Construction Corps with the help of talents.

Our 58 farms and ranches are situated along the border line. The main economic developmet zones are located along the Asia-Europe continental bridge. This is our unique advantages in carrying out the policy of opening and reform. Xinjiang Production and Construction Corps plays a special role in the social stability, economic development, unity of all ethnic groups in Xinjiang, and communication with the outside world.

During Premier Wenjiabao’s inspection of Xinjiang this year, from a strategic and overall viewpoint, he showed great concerns and hopes for our work, and pointed out, “to materialize a faster and better development of Xingjiang’s society and economy, full use must be made of local advantages and the pace of opening inside and outside should be quickened”

With great concerns from the Party and the government, Xinjiang Production and Construction Corps is making active use of its local resouces and developing its economy faster, and meanwhile making great achievements in other fields. Its foreign exchange and communication is expanded and extended constantly. Educatonal undertakings is bettered day by day. All this is not only a result of the supports from leaders from the central government and government of Xinjiang Uyghor Autonomous Region, but also owes a lot to the help and support from our international friends. 

Nowadays,with the quickening of economic globalization, advancing of science and technology and booming of knowledge-based economy, all talents at home and abroad is becoming more and more significant to the development of regional economy, culture and education.
