The Xinjiang Production and Construction Corps

It was organized in 1954 and undertakes the duty given by the State of guarding the frontier and cultivating the frontier areas. It is a special social organization which is listed separately in the State plan. It is also called Xinjian Group Company. This is a powerful new force. Taking agriculture as the foundation and industry as the leading factor, it is engaged in an all-round operation of the primary, secondary and tertiary industries. Up to now, it has opened up 1.06 million hectares of wasteland for cultivation. The population of Xinjiang Production and Construction Corps now is 2.56 million, the on-post staff and workers number 933,000. Its headquarters is located in Urumqi and under its jurisdiction are 14 divisions, 185 regiment-based farms, 5,387 industrial, building, transportation and business enterprises, which are distributed over 15 districts, prefectures and cities. It has sound social undertakings, such as scientific research, education, culture, health care, sports, finance and insurance and judicial organizations. In 2004, the GDP was 30.215 billion Yuan RMB, an increase of 12.2% over the previous year. The per capita GDP reached 11,835 Yuan.To accelerate the development of Xingjiang is the common desire of the people of all the nationalities in Xinjiang, and is also in line with the strategic planning of the Central Government. In 1999, the Central Government adopted a major policy decision to implement the strategy of developing West of China, providing a rare historical opportunity for the development of Xingjiang. According to the overall deployment of the State for implementing the strategy of developing West China, the Autonomous Region has formulated the Tenth Five-Year Plan and the thew Development Plan through to 2010. According to the Plan, the GDP of the Autonomous Region in 2005, counted in the light of the prices in 2000, will reach 210 billion Yuan, with annual per capital growth being 9%. By 2010, the GDP will be more than doubled compared with that in 2000. The people will lead a more prosperous life.
