4. Construction on Urban Infrastructure Facilities and Small Towns
Urbanized development law must be obeyed to push the first group of urban development with Urumqi and Korla as a focus, display the attraction and radioactive function of center cities at all levels including Changji, Aksu, Kashgar, Shi Hezi, Kuitun and Yining to speed up the progress of urbanization. Municipal functions, ecological environment and urban information network must be improved with emphasis on construction and enhancement of urban water supply and drainage, waste water and garbage treatment, city roads, compact heat supply and garden and afforestation. Superior resources are to be applied to develop gas works and improve urban environment quality. Enlargement and reform on external traffic roads in large and medium cities are to be made in a bid to enhance its external contact functions.
According to the feature of Xinjiang??s oasis economy and economic development state, the construction on small towns and townships is to be quickened to encourage country labors to shift towards second and tertiary industries and expand farmers?? employment and income.
