2. Traffic and Telecommunication
Highway:
The highway framework featured by ?? Three Vertical Highways and Three Horizontal One?? with national highways of 216, 217, 218, 312, 314 and 315 as it axis will be formed. For the first decade in 21st century, the first priority will be given to the construction of the highways inclusive of Kuitun---Sayrim Lake, Xiao Caohu---Korla---Aksu---Kashi---Hotan sections which form the Y-shape main passages. In the meantime, the construction of the highways on the northern route of the Tianshan Mountains will be stressed, including national highways No.217 Burqin---Kuitun, No.218 Baluntay---Ruoqiang, No.219 Xinjiang---Tibet, No.315 Ruoqiang---Hotan and Hami---Balikun---Mulei---Urumqi. For the provincial trunk lines, the connection of highways at level two from the prefectures and cities to Urumqi and highways at level three or higher and bitumen highways linking each county and city will be completed. The highway and traffic network, which is mobile, flexible, quick, expedient and efficient, will be basically formed, linking eastward with Gansu, Qinghai and inner-land provinces, connecting southward with Tibet, west with central Asian and west Asian countries, incorporating with 68 provincial highways and numerous county, township highways as well as passenger and cargo transporting stations, with Urumqi as a center and six national trunk lines as a framework.

Railway:
While the technical transformation of the current road sections and speed enhancement being intensified, the construction on the extension works will be accelerated. Within next ten years, the railway network will be formed with Lanzhou-Urumqi and southern Xinjiang railway line as its backbone, supported by corresponding branch lines, stretching southward to Yilkeshitan or Turgart, westward to Korgas, Alataw Pass and northward to Tacheng, Altay and linking with most of prefectures and cities. The construction on railway lines of Jingyihuo from Jinghe to Yining section and China-Kyrgyzstan-Uzbekistan section will be completed. The construction on Kuitun-Altay railway is to be started.

Civil Aviation
The construction on trunk and branch-line airport will be strengthened and better Urumqi airport function be focused so as to make it become a transporting center for passengers and cargo in Xinjiang??s aviation and a pivotal airport in Euro-Asian international air route. In the meantime, it will own a fleet at proper scale equipped with a full set of advanced models, forming a radioactive air transportation network of web shape in Xinjiang and fan shape in east- west direction. Kashgar International airport will be improved, Hotan airport reformed, Korla and Karamay airports relocated and Hami airport. The density of air-routes and flights enlarged, another international air-route from Urumqi to Frankfort and domestic air-routes including Urumqi---Guiyang, Changchun, Hefei and Huhehot as well as local branch lines including Kashgar---Yining, Altay---Yining and Karamay---Korla so as to cope with inter-regional communication and development in tourism.

Pipe Construction:
According to oil-gas exploitation, processing pattern and expansion of domestic market, the execution of ?? eastward transportation of western gas?? natural gas project will be hastened, the application of natural gas inside the region expanded and the sectional pipe network gradually constructed and perfected to form a natural gas supply network of mutual connection, application and united dispatch as well as reasonable allocation. In the meantime, the eastward conveying pipe for finished oil from Xinjiang to Lanzhou will be constructed.

Telecommunication:
In order to cope with the development of information and telecommunication, quicken construction on basic information network, realize the broadband and intelligence of information and telecommunication, construct super-high speed, optical fiber with a large capacity, satellite, digital micro-wave transmitting system in combination with multi-media telecommunication technology, thus forming a network of ?? Information Express Highway??. Information industry is to be vigorously developed, economic development of network is to be boosted and national economy and development of social information are to be actively propelled.
